Mark Schmall, Commodore, Submarine Squadron 17, delivers remarks as the guest speaker during a change of command ceremony for the Blue crew of the Ohio-class ballistic-missile submarine USS Henry M. Jackson (SSBN 730). During the ceremony, held at the Naval Undersea Museum, Cmdr. John Frye, from San Diego, relieved Cmdr. Jon Moretty, from Portland, Ore., as commanding officer.
